The "White Plains flag" refers to a Revolutionary War flag, not the official city flag of White Plains, New York. This historical flag has a red field with a "Liberty or Death" motto and a central design of a crossed sword and a liberty pole topped with a liberty cap. It was captured by Hessian troops in 1776 during the Battle of White Plains. 

 It was a precursor to the Stars and Stripes, representing the colonies' desire for independence while still acknowledging their Anglo American  heritage.
